David O’Neill was born in Williamstown, Kentucky and has called Lexington home for more than 20 years. He earned his business degree at the University of Louisville and was one of the first to graduate from their Equine Industry Program.
Mr. O’Neill worked in the thoroughbred horse industry for many years, first for Churchill Downs and then for Kentucky-based Equibase, where he played a part in growing the company from a startup to one of the most important enterprises in thoroughbred racing. At Equibase, Mr. O’Neill advanced to Senior Manager of Operations in 2004 and successfully managed staff and budgeting.
Mr. O’Neill currently serves as a member of the Board of Directors of the Community Action Council. Before becoming PVA, he served Lexington and Fayette County in various capacities including as a member of the Lexington-Fayette Urban County Government Greenspace Commission and as a member and vice president of the Good Foods Co-Op Board of Directors.
In 2010, PVA David O’Neill was elected to a full four-year term after having spent his first two years in office focusing on cutting the budget to save taxpayer dollars and increasing technology to better serve Fayette County. He continues to make the Fayette County PVA Office as transparent as possible, listing every office expense on the office website, and strives to educate the public about their rights and responsibilities as property owners.
